The council is proposing to introduce an Article 4 Direction in Hatfield to remove the permitted development rights that allow developers to build up to two additional storeys on existing blocks of flats.

Under the Article 4 Direction any development of this kind proposed in Hatfield would need to submit a planning application.

Cllr Stephen Boulton, Executive Member, Environment, Planning, Estates and Development, said: “This Article 4 Direction will help us to safeguard the setting and character of Hatfield’s important heritage assets — including the historic Hatfield House and Park — which could be affected by taller buildings.

“The Direction will mean any development of this type will have to apply for planning permission in the normal way and therefore the impact of the proposed height will be assessed.”

It is proposed the Direction would come into force on 7 July 2022
